I have even started a discussion about it in a group that I moderate. I have had photos make explore, and they, by far, were not my best work. They were good, but I have better. One thing you left out of "Factors Determining if Your Photo Gets Into Flickr Explore" is that the type of group you post to can factor in. Groups with forced commenting lower the chances of getting into explore. This may be an old article, but the topic seems to always come up, even today.
